Tom Hardy is a maverick cop who's not afraid to rock the boat in pursuit of a sadistic serial killer. After his father's murder, Hardy believes the killer is a cop and is demoted to river patrol after he goes on the record to say so. With his new partner's help, Tom initiates an unauthorized investigation and sets out to find the killer.
