  • 2A Contract Made The Treaty of Waitangi has been a continuing source of friction between Maori and Pakeha over the way in which the Treaty has been interpreted in practice. In 1975, the Government established the Waitangi Tribunal to determine that, but although it has powers of recommendation, it has no powers of enforcement. This report examines the work of the Waitangi Tribunal through the largest claim it has dealt with so far; that concerning the Manukau Harbour. Can the Waitangi Tribunal ever be anything other than a "court of frustration" if only moral victories can be won there.
