1Who Cares? A two part investigation into the new Community Care sentencing which came into effect last October. The system makes it possible for a judge to sentence a criminal, not to prison, but back into the community to perform service. Is it working? Two of the first men to be sentenced to Community Care men are long-time criminals Reuben malcolm and Basil Matika. Earlier this year, they were sentenced to do time at university. After six months, Matika is only just coping and Malcolm is a fugitive from the law. Have they failed the system or has the system failed them?
