11The South African Government is moving to blunt the impact of new Commonwealth economic sanctions, and is threatening to take economic action in retaliation against neighbouring Black African states. One of the issues that has led to the Commonwealth measures is South Africa's refusal to release jailed Black nationalist leader Nelson Mandela. This week marks 24 years since Mandela was arrested. Over the years, there have been claims that the Soviet Union betrayed Mandela to the South African authorities, but there are now allegations of a Central Intelligence Agency (CIA) connection.
