The aim was to ensure that all New Zealanders, incapacitated by injury, have access to medical treatment and an income during convalescence, regardless of how the injury was sustained. For many people, the scheme has provided rapid, high quality medical care at no cost. Lately there have been calls to include some groups presently excluded from the scheme - the chronically ill and permanently disabled. However, the costs of running such a scheme are beginning to increase and something must soon give. Is it time to cut the scheme back to some extent and force New Zealanders to pay some of the costs of their own treatment? Are people ripping of the system?
