Meanwhile, deposed Prime Minister Dr Timoci Bavadra is planning to appeal to the South Pacific Forum to restore him as Fiji's leader, and is refusing to join the Council of Advisors established by Fijijan Governor General Ratu Sir Penaia Ganilau to guide Fiji towards new democratic elections. Dr Bavadra has accused the Governor General of a sell-out, and is now looking to non-violent resistance to the illegal regime.
