  • 2Gangs and New Zealand A look at the issue of gangs in New Zealand, questioning if they are really a threat, or a reason for the Government to put more police on the streets. Violence in Invercargill is discussed. In Invercargill the Road Knights are battling against The Damned. Various gangs are presented, including The Loners, Black Power, Mongrel Mob and the Tribesmen. Facts are given from the 1987 Roper Report into violent offending. The Police submissions were criticised by the Roper Report. The drug methamphetamine is discussed. A gang member says they are being picked on. A police drug operation is carried out in Dunedin. The reputation of the gangs is considered. The police are considering pulling down the fences of the Tribesmen club. The leaking of a report by Sergeant Mark Penn is presented. Government work schemes for gangs have been scrapped by the Labour Government. A gang member suggests that Police are a law unto themselves. A possible new approach of passive resistance is put forward by one of the gangs.
