1Introduction On 1 June 1988, Waitemata City officially becomes smoke-free. Under the Clean Indoor Air Bylaw smoking is banned in shops, banks, healthcare centres, public buildings, and lifts. Restaurants are required to set aside half their premises for non-smokers. There has been strong reaction from those for and against the bylaw; the Health Department is working on a discussion paper on the issue of smoking and health and what action the Government should take.
