Part of the current debate centres on the Government's Green paper called Partnership Perspectives, a discussion paper concerning power and resource sharing between Maori and Pakeha. The Government's plan for a devolution of power arose from a complex bureaucratic process of maneuvering at the highest official levels, which has left many Maori suspicious that the Government plans only minor power sharing.
