AND THAT WASN'T A VERY NICE THING, BUT THEY WERE PUT DOWN BECAUSE THERE WAS NOWHERE ELSE TO SEND THEM. AND WE'RE IN PORT WAIKATO, AS ONE PARTY LOOKS TO PULL OFF A BY-ELECTION UPSET. DO YOU KNOW WHICH PARTY SHE'S FROM? NO. NATIONAL, ARE YOU? NEW ZEALAND FIRST. OH, BRILLIANT! GOOD GIRL. WE'LL HAVE THAT SHORTLY. BUT FIRST, IT PROBABLY HASN'T ESCAPED YOUR ATTENTION THAT SIX WEEKS SINCE POLLING DAY, AND 16 DAYS SINCE THE FINAL RESULTS WERE ANNOUNCED, WE STILL DON'T HAVE A GOVERNMENT. CHRISTOPHER LUXON AND WINSTON PETERS HELD IN-PERSON TALKS AT AN AUCKLAND HOTEL YESTERDAY, AND INSISTED THEY'RE CLOSE. WE HONESTLY ARE IN THE LAST STAGES. WE'RE JUST TRYING TO GET THAT LAST BIT OF UNDERSTANDING AND AGREEMENT BETWEEN THE PARTIES. I HONESTLY THINK THE MINISTERIAL APPOINTMENTS AND STUFF WILL BE FAIRLY QUICK, AS I SAID ` I DON'T THINK THAT'S A BIG TOPIC OF CONVERSATION. EVERYBODY HAS HIT THIS WITH THE RIGHT MENTALITY, WHICH IS, FIRST AND FOREMOST, ALIGN ON POLICY. WE'RE GOING AS FAST AS WE POSSIBLY CAN. (CHUCKLES) AND I KNOW EVERYBODY'S IMPATIENT, BUT WE'VE JUST GOTTA GET THIS FINISHED. IT'S WORTH NOTING IT TOOK 32 DAYS, FROM POLLING DAY, FOR THE LEADERS OF THE THREE NEGOTIATING PARTIES TO SIT IN A ROOM TOGETHER. 1 NEWS SENIOR POLITICAL REPORTER BENEDICT COLLINS IS KEEPING A CLOSE EYE ON DEVELOPMENTS. WHAT IS HAPPENING? I WAS STATIONED OUTSIDE THOSE HOTELS FOR A COUPLE OF DAYS THIS WEEK, AND IT IS NOT CLEAR HOW FAST THINGS ARE PROGRESSING. CHRISTOPHER LUXON WAS TELLING US THEY WERE IN THE FINAL STAGES. DAVID SEYMOUR SAID THEY WERE MAKING GREAT PROGRESS. ON SATURDAY THEY SAID THEY WERE IN THE LAST STAGES OF CUTTING A DEAL. THEY ARE MEETING AGAIN TODAY. DO WE KNOW WHAT THE STICKING POINTS ARE? WE KNEW GOING IN, THERE WOULD BE A COUPLE OF TRICKY THINGS. THE CALL FOR A REFERENDUM ON THE TREATY OF WAITANGI, WHICH CHRISTOPHER LUXON SAID WOULD BE DIVISIVE. CONCERN AROUND THE NATIONAL PARTY'S TAX PLAN, PARTICULARLY AROUND ALLOWING FOREIGN BUYERS TO BUY PROPERTIES. IT IS NOT CLEAR WHETHER THEY HAVE RESOLVED THESE THINGS, OR ARE FOCUSING ON OTHER THINGS. CHRISTOPHER LUXON INDICATED TO REPORTERS YESTERDAY THEY WERE LEAVING THE CABINET APPOINTMENTS TO THE LAST STAGE OF NEGOTIATIONS. IS THAT A SURPRISE? NO, I THINK THEY HAVE MADE THAT CLEAR THROUGHOUT NEGOTIATIONS. LOOKING BACK, IT WAS AN INTERESTING STRATEGY FROM CHRISTOPHER LUXON. AFTER THE ELECTION, HE WAS SAYING HE WOULD MAKE THIS A FAST DEAL. HE WAS CONFIDENT HE COULD DO THIS QUICKLY. HE WAS KEEN TO GET TO APEC ON THE WORLD STAGE. NONE OF THIS HAS HAPPENED. I FOUND IT INTERESTING THAT CHRISTOPHER LUXON WOULD TRY TO PUT THIS TIMEFRAME ON THESE TALKS, WHEN CLEARLY IT IS NOT AN ACT OR NEW ZEALAND FIRST INTERESTS TO RUSH THESE DEALS. IT IS SOMETHING YOU CAN LOSE SIGHT OF. WHAT THEY AGREE TO HEAR HERE WILL AFFECT THE NEXT THREE YEARS. THESE PARTIES CAN'T POP UP IN A FEW WEEKS TIME AND SAY THEY WANT TO DO SOMETHING DIFFERENT. THIS WILL AFFECT EVERYTHING THEY CAN DO FOR THE NEXT THREE YEARS. IT IS IMPORTANT THEY TAKE THEIR TIME AND GET AS MUCH AS THEY CAN, AND GET A GOOD DEAL, SO THE PEOPLE WHO VOTED FOR THEM FEEL THEY GOT THEIR VOTE'S WORTH. YOU GET THE SENSE COLLECTIVE IMPATIENCE IS BUILDING. HOW IS PUBLIC PRESSURE AROUND THE TIME THE STEELERS TAKING THIS DEAL IS TAKING LIKELY TO AFFECT NEGOTIATIONS? I WAS AROUND THE COUNTRY EARLIER THIS WEEK, AND EVERYONE YOU TALK TO SAYS HOW ON EARTH CAN TAKE THIS LONG? ESPECIALLY GIVEN THE NATIONAL PARTY STRONG ELECTION NIGHT PERFORMANCE. NEW ZEALAND FIRST JUST GETTING OVER THE THRESHOLD. THIS IS MMP. THE BIG PARTIES HAVE TO NEGOTIATE WITH THE SMALLER ONES. A LOT OF PEOPLE IN THE GENERAL PUBLIC LOOK AT THIS, LIKE HOW ON EARTH CANNOT TAKE THIS LONG? ESPECIALLY GIVEN ACT HAVE BEEN WORKING ALL YEAR DISCUSSING HOW THEY MIGHT FORM THIS GOVERNMENT. LIKE I SAY, THE COLLECTIVE IMPATIENCE, WILL IT MEAN PARTIES MAKE GREATER CONCESSIONS THAN THEY MIGHT OTHERWISE HAVE MADE? AND IF SO, WHICH PARTIES? THE BALL IS IN CHRISTOPHER LUXON'S COURT, GIVEN HE TALKED UP THE QUICK DEAL, WHETHER THEY HAVE TO COMPROMISE MORE. I UNDERSTAND FROM TALKING TO PEOPLE CONNECTED WITH THE TALKS, THE LEADERS ARE INSULATED AT THE MOMENT. THEY ARE FOCUSED ON THESE DEALS, WHETHER OR NOT THEY ARE GETTING PUBLIC FEEDBACK THAT THE OBLIGOR IS GROWING IMPATIENT, I THE PUBLIC IS GROWING IMPATIENT, I THINK THEY KEPT FROM WHAT IS GOING ON IN THE WIDER WORLD. IN A MONTH OR SO, IF THEY CAN SORT OF GOVERNMENT IN THE NEXT FEW DAYS, IN A MONTH OR SO WILL IT REALLY MATTER? NO, I GUESS FOR THE INCOMING GOVERNMENT, CHRISTOPHER LUXON HAS TALKED UP A BIG GAME ABOUT HOW MUCH SHE WANTS TO GET DONE BEFORE CHRISTMAS. IF THESE TALKS GO ON FOR ANOTHER FEW DAYS, WE COME INTO A RUSHED SCHEDULE IN PARLIAMENT, TRYING TO GET DIFFERENT INITIATIVES INTO LEGISLATION, PASSING THEM THROUGH PARLIAMENT. THAT IS WHERE IT WILL GET TRICKY FOR NATIONAL. THEY ARE RUNNING OUT OF TIME BEFORE CHRISTMAS. THE CONVERSATIONS YESTERDAY WERE HELD IN AUCKLAND. WHAT ARE YOU EXPECTING ONCE THEY REACH A DEAL, IN TERMS OF PROCESS FOR FORMING THE NEXT GOVERNMENT? I DON'T EVEN KNOW WHETHER THEY HAVE FIGURED IT OUT THEMSELVES YET, BUT I SPEAK THEM TO STAY IN AUCKLAND. GIVEN THAT DAVID SEYMOUR AND CHRIS DEVELOPS AND DIDN'T MEET YESTERDAY, AND LOOKS LIKE THEY HAVE SQUARED AWAY THAT SIDE. ONCE THEY ARE ALL IN AGREEMENT, THEY WILL COME BACK DOWN TO WELLINGTON ANNOUNCED THE FORMATION OF THE NEW GOVERNMENT DOWN HERE. GIVEN THIS IS THE CAPITAL AND PARLIAMENT, WE WOULD EXPECT TO SEE THEM DOWN HERE AND GET THINGS ROLLING IN PARLIAMENT. THANK YOU SO MUCH FOR YOUR TIME. GOOD LUCK FOR THE NEXT FEW DAYS OR WEEKS OR MONTHS. NANAIA MAHUTA HAS BEEN A MEMBER OF PARLIAMENT FOR 27 YEARS. AFTER FIRST ENTERING AS A 26 YEAR OLD ON LABOUR'S LIST BACK IN 1996, SHE WENT ON TO HOLD THE TE TAI HAUAURU AND HAURAKI WAIKATO SEATS, BECOMING A SENIOR CABINET MEMBER ALONG THE WAY. BUT IN LAST MONTH'S ELECTION, AS TE PATI MAORI SWEPT SIX OF THE SEVEN MAORI SEATS, NANAIA MAHUTA MISSED OUT ON BEING RETURNED TO PARLIAMENT. THIS WEEK I TRAVELLED TO KING COUNTRY AND THE WHENUA OF NGATI MANIAPOTO. I SAT DOWN WITH NANAIA MAHUTA AT TE TOKANGA-NUI-A-NOHO WHARENUI. I BEGAN BY ASKING HOW SHE'S THINKING ABOUT THE ELECTION RESULT. WELL,... (SIGHS) DEMOCRACY AND THE VOTERS HAVE SPOKEN, SO YOU HAVE TO ACCEPT THE OUTCOME EVEN THOUGH IT WASN'T THE OUTCOME YOU HOPED FOR. FOR ME PERSONALLY, I GET A CHANCE TO GO HOME AFTER 27 YEARS OF SERVICE WHICH HAS BEEN AN ABSOLUTE PRIVILEGE, AND I AM DOING A LOT OF REFLECTION ABOUT... MY TIME IN PARLIAMENT, THE UPS AND THE DOWNS, BUT ALSO THE LAST ELECTION AND WHAT WE CAN LEARN FROM IT. OK. I WANNA KNOW WHAT YOU CAN LEARN FROM IT FIRST OF ALL. WELL, I THINK SOCIAL MEDIA HAS PLAYED ITS PART IN QUITE A SIGNIFICANT WAY, IN VARIOUS SOCIAL MEDIA PLATFORMS, AND THAT AMPLIFIES PRETTY MUCH THAT PEOPLE ARE CONSUMING THEIR INFORMATION FROM DIFFERENT PLACES, WHERE PREVIOUSLY IT USED TO BE THE NEWSPAPER. SO WE HAVE TO BE REALLY ALERT TO THAT. ALSO THAT IN THE MAORI ELECTORATES, A YOUNGER VOTE DID TURN OUT, SO WE HAVE TO BE ALERT TO THE FACT THAT THE DEMOGRAPHICS OF MAORI IS YOUNG AND THEY ARE LOOKING FOR SOMETHING. AND THEN POSSIBLY... IN A MORE POLITICAL SENSE, UH, WHAT PEOPLE STAND FOR AND WHAT THEY VALUE HAS TO BE VERY CLEAR AND VERY DIFFERENT, AND YOU CAN'T KIND OF HOMOGENISE VALUES; YOU HAVE TO ACCENTUATE WHERE YOU DIFFER. AND WHAT PEOPLE ARE LOOKING FOR IS HOPE AND VISION AND LEADERSHIP. SO I THINK ALL OF THOSE THINGS TAKEN TOGETHER GIVE US SOME SALIENT LEARNING POINTS. DO YOU THINK ` ON THAT FINAL POINT THERE ` THAT LABOUR PLAYED TO THE CENTRE TOO MUCH? I THINK SO, AND I THINK THAT, YOU KNOW, THE CENTRE IS A VOTE THAT WILL GO WITH ITS INTERESTS, ITS PRIMARY INTERESTS, AT HEART, WHATEVER THAT LOOKS AND FEELS LIKE. BUT WHAT WE NEEDED TO DO IS DEFINITELY SPEAK TO OUR VALUES AND THE THINGS THAT WE STAND FOR, AND WE NEEDED TO ABSOLUTELY ASSURE OUR CORE VOTE THAT WE WERE CONTINUING WITH THE TYPE OF PROGRESS THAT WAS GOING TO BE GOOD FOR THEM ` WORKING PEOPLE, BUT ALSO PEOPLE WHO HAVE ASPIRATION FOR THE FUTURE OF THE COUNTRY ` AND THEN OFFER A FUTURE, OFFER A VISION FOR WHERE WE WANTED TO TAKE THE COUNTRY. AND SO IN A POLICY SENSE, WHAT MIGHT THAT ALTERNATIVE HAVE BEEN? WELL, I THINK THERE WAS VERY MUCH A FOCUS ON BREAD-AND-BUTTER ISSUES, WHICH ALWAYS SPEAKS, FOR EXAMPLE, TO THE MAORI ELECTORATE, BUT PERHAPS DIDN'T ACCENTUATE IT IN A WAY THAT PEOPLE FELT THAT WE WERE HEARING HOW PEOPLE WERE HURTING. SO PERHAPS THERE'LL BE SOME REFLECTION ON THAT PARTICULAR ISSUE. BUT ALSO, GIVEN THAT TIMES ARE FORECAST TO GET A LOT MORE HARDER, THE ASPIRATION PART IS, THEREFORE, HOW ARE WE GOING TO ADDRESS THE BREAD-AND-BUTTER ISSUES BUT STILL SEEK OUT THE TYPES OF OPPORTUNITIES THAT WILL GUARANTEE PEOPLE JOBS, BETTER WAGES, NOT COMPROMISING THE ENVIRONMENT, AND ALSO BEING VERY PROGRESSIVE AND CONTINUING TO BE PROGRESSIVE AROUND OUR ASPIRATIONS FOR MAORI, FOR PASIFIKA AND FOR OUR DIVERSE COMMUNITIES. TAX? YEAH, TAX ` I THINK THAT HAS BEEN A POINT OF REFLECTION. GST OFF FOOD DIDN'T REALLY SPEAK TO THE VOTERS, AND THAT WAS SHOWN TO BE THE CASE. FUNDAMENTALLY, GOING DOWN A ROAD WHERE WE'RE GOING TO TACKLE SYSTEMIC CHALLENGES WITHIN OUR TAX SYSTEM MEANS WE DO HAVE TO GO BACK TO THE DRAWING BOARD ON THE CAPITAL GAINS TAX. WHAT WAS IT ABOUT TE PATI MAORI THAT BROUGHT OUT SO MANY YOUNGER MAORI VOTERS? I THINK THE MESSAGE OF AOTEAROA HOU SPOKE TO A NEW GENERATION. WHAT THAT REPRESENTS IN REAL TERMS I THINK IS YET TO BE DETERMINED. BUT THE FACT THAT YOUNGER VOTERS GOT OUT` AND AS I SAID EARLIER, SOCIAL MEDIA PLATFORMS DID HAVE AN INFLUENCING IMPACT ON CERTAIN DEMOGRAPHICS, AND THE YOUNG VOTER WAS AN AREA WHERE WE DID SEE SOCIAL MEDIA PLATFORMS PLAYING ITS PART. DO YOU THINK TE PATI MAORI HAVE THE EXPERIENCE AND STRATEGY AT THIS STAG TO BE ABLE TO WORK THE LEVERS OF POWER WITHIN PARLIAMENT? WELL, THEY'RE SITTING ON THE OPPOSITION BENCHES, SO THEY DON'T HAVE ANY ACCESS TO LEVERS OF POWERS EXCEPT BEING A PART OF A STRONG OPPOSITION. YOU BROUGHT UP SOCIAL MEDIA A COUPLE OF TIMES. OUTSIDE OF THE WAYS IN WHICH SOCIAL MEDIA WAS USED TO CONNECT WITH YOUNG MAORI VOTERS, WHAT DO YOU MEAN SPECIFICALLY BY THE OTHER INFLUENCES IT HAD IN THE ELECTION? ARE YOU TALKING ABOUT OPPOSITION TO LABOUR? I THINK THAT WAS A CASE` I CERTAINLY DID EXPERIENCE A LOT OF PERSONAL OPPOSITION THROUGH VARIOUS SOCIAL MEDIA PLATFORMS. AND ALSO, PEOPLE WERE CONSUMING THEIR INFORMATION FROM, YOU KNOW, VERY DIVERSE CHANNELS, AND PERHAPS WE UNDERESTIMATED A SOURCE OF TRUTH THAT WOULD COUNTER SOME OF THAT MIS- OR DISINFORMATION, AND THAT'S SOMETHING TO BE ALERT TO GOING FORWARD. AND I THINK FOR ALL POLITICAL PARTIES AND EVEN POLITICAL COMMENTATORS AND THE MEDIA, WE HAVE TO TURN OUR MINDS TO GREATER INTEGRITY IN THE INFORMATION THAT PEOPLE CONSUME TO HELP THEM MAKE DECISIONS, ESPECIALLY DURING ELECTION TIME. LABOUR WAS HAMMERED BY CRITICS AND OPPOSITION PARTIES FOR POLICIES LIKE CO-GOVERNANCE AND THE MAORI HEALTH AUTHORITY, BUT AT THE SAME TIME, MANY MAORI VOTERS HAVE SUPPORTED A PARTY WHICH HAS AN EVEN STRONGER STANCE THAN LABOUR WHEN IT COMES TO A TIRITI-CENTRIC AOTEAROA. WHERE DOES THAT LEAVE LABOUR'S MAORI CAUCUS? WELL, LABOUR'S MAORI CAUCUS IS IN A VERY STRONG POSITION. BECAUSE IT REPRESENTS MAORI INTERESTS ACROSS A BROAD PLATFORM OF ISSUES, WITH THE TREATY AT ITS HEART. BUT IF WE THINK ABOUT THE WORKING POPULATION AND THE NEED TO PROTECT WORKERS' RIGHTS, THEN THE LABOUR PARTY ARE STILL THAT PARTY, IN MY MIND. WE'RE ALSO REBUILDING OUR TEAM, SO WE'VE GOT NEW TALENT THERE; WE WANT TO GROW THAT TALENT, AND WE WANT TO ENSURE THAT WE ARE FUTURE-FIT FOR THE FIGHT THAT WILL BE REQUIRED TO, AGAIN, SECURE THE CONFIDENCE OF VOTERS AND BECOME GOVERNMENT TO BE ABLE TO TAKE OUR COUNTRY FORWARD. DO YOU FEEL LIKE THE LABOUR MAORI CAUCUS MADE SACRIFICES OR COMPROMISES IN THE INTERESTS OF THE WIDER TEAM? WELL, WHEN YOU'RE IN POLITICS, EVERY POLITICIAN KNOWS THAT COMPROMISE AND SACRIFICE ACTUALLY GOES HAND IN HAND WITH POLITICS. SO WAS IT WORTH IT? AND I THINK THE INCOMING GOVERNMENT WILL LEARN THAT VERY QUICKLY TOO. (CHUCKLES) WAS IT WORTH IT, THEN? IF LABOUR'S MAORI CAUCUS HAD TO... MAKE COMPROMISES WITHIN THAT WIDER CAUCUS, AND YOU LOOK AT THE RESULT OF THIS ELECTION, WAS IT WORTH IT? WELL, IF YOU LOOK AT THE ACHIEVEMENTS, ABSOLUTELY, AND WE WOULDN'T RECOIL FROM THAT. WE HAVE A DEDICATED DAY TO RECOGNISE OUR FIRST MAORI PUBLIC HOLIDAY THAT ACKNOWLEDGES MATAURANGA MAORI, AND THAT'S MATARIKI; SUPPORTING MAORI WARDS, ESTABLISHING THE MAORI HEALTH AUTHORITY AND FOCUSING ON EQUITY OF HEALTH OUTCOMES FOR MAORI, FOR PACIFIC, FOR REMOTE COMMUNITIES AND FOR YOU KNOW, AND ELDERLY. WE'VE DONE SO MUCH DURING OUR TIME IN GOVERNMENT ` SUPPORTED TE REO DEVELOPMENT, AND IT'S... YOU KNOW, IT'S BEGINNING TO THRIVE IN WAYS THAT ARE SHAPING THE FABRIC OF OUR NATION. THOSE ARE ALL POSITIVE GAINS, AND THERE ARE MANY MORE. YOU ENTERED PARLIAMENT IN 1996, SO YOU'VE BEEN BOTH THE BABY OF THE HOUSE AND THE MOTHER OF THE HOUSE. TAKE ME BACK TO 2004. CAN YOU TALK US THROUGH HOW YOU NAVIGATED THE DEBATE OVER THE FORESHORE AND SEABED ACT? WELL, IT WAS DIFFICULT, BECAUSE LABOUR WAS THE GOVERNMENT AT THE TIME, AND CHALLENGING DECISIONS WERE MADE BY OUR ATTORNEY-GENERAL WHICH, AS A MAORI MP IN THE GOVERNMENT, WE HAD TO DEFEND AND CONTEST WITHIN...
