AND I'M IN GLORIOUS SOUTH CANTERBURY TO ASK THE GOVERNMENT'S NEWEST MINISTER, JAMES MEAGER, WHAT'S THE POINT OF HAVING A MINISTER FOR THE SOUTH ISLAND? BUT FIRST, THIS MORNING, THOUGH ` ANTHONY ALBANESE HAS BEEN RE-ELECTED AS AUSTRALIA'S PRIME MINISTER IN A HUGE VICTORY FOR HIS RULING LABOR PARTY OVER THE OPPOSITION COALITION. THE FEDERAL ELECTION RESULTS ECHOED THOSE IN CANADA EARLIER THIS WEEK, WITH AN INCUMBENT CENTRE-LEFT GOVERNMENT STORMING BACK FROM WEAK POLLING TO WIN IN COMPREHENSIVE FASHION. CROWD CHANT: ALBO, ALBO, ALBO, ALBO, ALBO! INCUMBENCY CURSE? WHAT INCUMBENCY CURSE? (RAUCOUS CHEERING, APPLAUSE) ON A DRAMATIC NIGHT, ANTHONY ALBANESE BECAME THE FIRST AUSTRALIAN PRIME MINISTER TO WIN CONSECUTIVE ELECTIONS IN MORE THAN 20 YEARS. A MAJORITY LABOUR GOVERNMENT PROMISED AND DELIVERED. (CHEERING, APPLAUSE) WHILE THE FINAL RESULTS WILL TAKE DAYS TO CONFIRM, IT'S CLEAR AUSTRALIA'S LABOUR PARTY HAS INCREASED ITS MAJORITY, MARKING A HUGE TURNAROUND FROM POLLING A FEW MONTHS AGO WHICH HAD SUPPORT FOR THE GOVERNMENT AT A LOW. WELL, TONIGHT IS NOT THE NIGHT THAT WE WANTED FOR THE LIBERAL PARTY OR FOR OUR COALITION OR INDEED FOR OUR COUNTRY. LIBERAL PARTY LEADER PETER DUTTON NOT ONLY FACED A LOSS OF THE OVERALL ELECTION, BUT THE IGNOMINY OF LOSING HIS OWN SEAT. NOW, WE DIDN'T DO WELL ENOUGH DURING THIS CAMPAIGN. THAT MUCH IS OBVIOUS TONIGHT, AND I ACCEPT FULL RESPONSIBILITY FOR THAT. EARLIER ON, I CALLED THE PRIME MINISTER TO CONGRATULATE HIM ON HIS SUCCESS TONIGHT. IT'S AN HISTORIC OCCASION FOR THE LABOUR PARTY, AND WE RECOGNISE THAT. I CONGRATULATED THE PRIME MINISTER AND WISHED HE AND JODIE AND NATHAN ALL THE VERY BEST. AND I SAID TO THE PRIME MINISTER THAT HIS MUM WOULD BE INCREDIBLY PROUD OF HIS ACHIEVEMENT TONIGHT, AND HE SHOULD BE VERY PROUD OF WHAT HE'S ACHIEVED. THERE HAVE BEEN TWO CENTRAL REASONS CREDITED FOR LABOUR'S TURNAROUND ` ONE, THE LIBERALS POOR CAMPAIGN, ONE, THE LIBERALS' POOR CAMPAIGN, WHICH INCLUDED HIGH-PROFILE GAFFES AND A MAJOR POLICY FLIP-FLOP; AND THE SECOND, THE TRUMP FACTOR. PETER DUTTON WAS DESCRIBED BY OPPONENTS AS AUSTRALIA'S DONALD TRUMP. AND WHILE HE FOUGHT TO DISABUSE THE COMPARISON, IT DIDN'T TAKE MUCH TO READ BETWEEN THE LINES IN ANTHONY ALBANESE'S VICTORY ADDRESS. WE DID NOT NEED TO BEG OR BORROW OR COPY FROM ANYWHERE ELSE. (CHEERING) WE DID NOT SEEK OUR INSPIRATION OVERSEAS. (CHEERING) WE FIND IT RIGHT HERE IN OUR VALUES AND IN OUR PEOPLE. IN THE AUDIENCE FOR LABOUR'S VICTORY WAS NEW ZEALAND'S LABOUR PARTY CAMPAIGN CHAIR. THEY'VE RUN A REALLY CLEAR CAMPAIGN. THEY'VE FOCUSED ON A FEW KEY THINGS THAT MATTER TO VOTERS, AND THEY'VE BEEN ABLE TO HIGHLIGHT WHAT A CHANGE IN GOVERNMENT WOULD MEAN WITH SIGNIFICANT CUTS. IT'S POSSIBLE THAT THEY'VE SEEN THE IMPACT OF THOSE CUTS IN NEW ZEALAND AND SAID, 'NO THANKS, WE DON'T WANT THAT HERE.' SO A COMBINATION OF A NOT A GREAT CAMPAIGN FROM THE COALITION, SO A COMBINATION OF NOT A GREAT CAMPAIGN FROM THE COALITION, BUT A VERY GOOD ONE FROM LABOUR. SOME OF LABOUR'S SUPPORT CAME AT THE EXPENSE OF THE GREENS, WHO DROPPED SEVERAL SEATS, WHILE THE SO-CALLED TEAL INDEPENDENT CANDIDATES LARGELY HELD THEIRS. AND AS ANTHONY ALBANESE WAKES UP AND PREPARES FOR HIS SECOND TERM, HIS VICTORY SERVES AS A REMINDER IN THE FACE OF GLOBAL VOLATILITY HOW QUICKLY FORTUNES CAN CHANGE. WE HAVE MORE DETAIL ON THE ELECTION RESULTS AND FALLOUT AT 1NEWS.CO.NZ. PUBLIC COMMISSIONER SIR BRIAN ROCHE HAS ANNOUNCED HE INTENDS TO TAKE A MORE ACTIVE ROLE IN COLLECTIVE BARGAINING ACROSS THE PUBLIC SECTOR. HAVING HELD SENIOR ROLES FOR GOVERNMENTS OF ALL STRIPES, HE WAS APPOINTED AS PUBLIC SERVICE COMMISSIONER IN NOVEMBER. NOW, HE SAYS IT'S TIME TO 'LIBERATE' PUBLIC SERVANTS FROM A SYSTEM THAT'S BEEN TOO SCARED TO TAKE RISKS. I THINK AS A BASELINE, NEW ZEALANDERS SHOULD EXPECT GOOD EFFICIENCY, GOOD QUALITY AND GOOD VALUE FOR MONEY. AND THAT'S` YOU KNOW, IT IS THEIR INVESTMENT THAT WE SPEND EVERY DAY, AND THERE'S A DUTY OF CARE IN THAT, AND I THINK THE PUBLIC SERVICE SHOULD REPRESENT THAT EVERY TIME THEY DELIVER A SERVICE. WHAT WORKS WELL AND WHAT DOESN'T? I THINK WHAT WORKS REALLY WELL, BASED ON THE ANALYSIS THAT I'VE SEEN, IS ACTUALLY NEW ZEALANDERS DO TRUST THE PUBLIC SERVICE. THEY DO DELIVER WHEN THEY NEED TO, AND THEY'RE VERY GOOD AT IT. THE POINT THAT I WOULD RAISE IS WE'RE NOT AS GOOD AS WE CAN AND SHOULD BE FOR THE FUTURE. WE'RE NOT AS FUTURE-ORIENTATED; WE'RE NOT AS WELL-PREPARED FOR THE FUTURE AS WE NEED TO BE. AND SO ALTHOUGH THE SYSTEM HAS SERVED US REALLY WELL AND CONTINUES TO SERVE US REALLY WELL, WE HAVE TO MAKE CHANGE. WE HAVE TO ADOPT GREATER USE OF TECHNOLOGY, WE HAVE TO USE OUR DATA MORE EFFICIENTLY, AND WE HAVE TO USE AI TO SPEED UP THE QUALITY OF OUR DECISION-MAKING. OK, I'M GOING TO ASK YOU ABOUT SOME OF THAT DETAIL IN A COUPLE OF MINUTES. WHY WOULD SOMEONE LIKE YOU WANT THIS JOB? I ASK MYSELF THAT EVERY DAY, AS MY WIFE ASKED ME. UM... I WANT THIS JOB BECAUSE I THINK I CAN MAKE A DIFFERENCE. I WAS ASKED TO DO THIS JOB. I WAS SEEN AS HAVING A SET OF SKILLS THAT PEOPLE NEEDED. I'M HAPPY TO DO IT FOR AS LONG AS I CAN, WHICH IS, YOU KNOW, THROUGH TO 2027, AND I'LL MAKE AS MUCH DIFFERENCE AS I CAN IN THAT TIME. YOU THINK YOUR APPOINTMENT IS AN EXPERIMENT OF SORTS? I LIKE TO THINK THAT IT'S A VERY CONTROLLED EXPERIMENT. IT WAS NOT A HAND GRENADE TO DISRUPT THE SYSTEM. I AM FAMILIAR WITH THE SYSTEM, BUT I'M NOT OF THE SYSTEM. RIGHT. SO, HUGELY RESPECTFUL OF THE PEOPLE I WORK WITH. I CONTINUE TO BE REALLY IMPRESSED BY THE QUALITY OF THE PEOPLE IN THE PUBLIC SECTOR. WHAT WORRIES ME IS THE SYSTEMS THAT SUPPORT THEM ARE NOT, AS I SAID EARLIER, FIT FOR PURPOSE, MM. ...AND WE NEED TO CHANGE THAT. WHAT HAS SURPRISED YOU IN THE MONTHS THAT YOU'VE BEEN IN THE ROLE SO FAR? THE THING THAT SURPRISES ME IS THE PEOPLE MAKE THE DIFFERENCE. THEY WORK DESPITE THE SYSTEM, AND THEY DO GREAT THINGS. AS WE'RE TALKING TODAY, THERE'LL BE PUBLIC SERVANTS DELIVERING FOR THE NEW ZEALAND PUBLIC THAT WE SHOULD BE PROUD OF. MM. SO IT WORKS BECAUSE OF THE PEOPLE, AND WE NEED TO LIBERATE THE PEOPLE TO GET THEM TO BE ABLE TO DO MORE. WE NEED TO DELEGATE MORE, AND I THINK WE NEED TO BECOME LESS ORIENTATED AT RISK. ALL RIGHT. THERE'S BEEN A LOT OF DISCUSSION ABOUT THE SIZE OF THE PUBLIC SERVICE, AND WHETHER OR NOT THE SIZE AND INVESTMENT THAT'S GOING INTO THE PUBLIC SERVICE RIGHT NOW NECESSARILY MATCHES THE OUTCOME. SO, AS THE GOVERNMENT TODAY IS FOND OF NOTING, THE CORE PUBLIC SERVICE GREW 34% BETWEEN 2017 AND 2023. IN YOUR VIEW, DID SERVICES IMPROVE BY A RELATIVE QUANTITY? I DON'T THINK SO. AND THAT IS A PROBLEM. WE'RE NOT THE ONLY ONE. I DON'T KNOW WHETHER YOU FOLLOW SIR KEIR STARMER ` HE'S MADE EXACTLY THE SAME POINT. PUBLIC SECTORS ACROSS THE WORLD ARE SPENDING MORE MONEY, BUT THERE'S A SENSE IT'S` WE'RE GETTING LESS FOR IT. AND I'VE GOT SOME WORK UNDERWAY TO TRY AND RECONCILE WHY DID IT GO UP BY SO MUCH, AND THERE ARE VERY GOOD REASONS TO DO WITH INFLATION AND DEMAND AND ALL OF THOSE THINGS. BUT I DON'T HAVE AN ANSWER THAT I FEEL PERSONALLY COMFORTABLE WITH AT THIS POINT THAT'S EVIDENCE-BASED. WHEN DO YOU THINK YOU'LL HAVE THAT? I WOULD HOPE IN THE NEXT TWO TO THREE MONTHS, BECAUSE I THINK WITHOUT UNDERSTANDING THE PROBLEM, IT'S HARD TO GET THE SOLUTION. MM. RNZ RECORDS 9500 JOB CUTS SO FAR IN THE PUBLIC SERVICE SINCE THIS GOVERNMENT TOOK OVER ` DO YOU ACCEPT THAT THAT HAS, AND/OR WILL IMPACT SERVICES AND OUTCOMES? I'M NOT SURE THAT'S A CORRECT NUMBER, ACTUALLY, BECAUSE I'M TOLD IT'S 2000. RIGHT. WELL, THERE'S THE` SO, LEAVING ASIDE THE NUMBER, THE PRINCIPLE IS` YES. ...THE PRINCIPLE IS THERE HAS BEEN RETRENCHMENT, THAT RETRENCHMENT WAS REQUIRED, AND IT WILL CONTINUE. I'D LOVE TO GUARANTEE EVERYONE THEIR JOB ` I DON'T KNOW AN INDUSTRY IN NEW ZEALAND THAT IS ABLE TO DO THAT IN GOOD FAITH. SO I THINK WHAT WE NEED TO DO IS FIND WHAT IS THE OPERATING MODEL THAT WILL BEST SERVE NEW ZEALAND TAXPAYERS IN THE FUTURE AND TRANSITION AND MIGRATE AS SOON AS WE PRACTICALLY CAN. RIGHT. TO THAT QUESTION, THOUGH ` DO YOU ACCEPT THAT RETRENCHMENT, THE PROCESS OF RETRENCHMENT, EITHER HAS ALREADY OR WILL IMPACT THE SERVICES THAT NEW ZEALANDERS GET FROM THE PUBLIC SERVICE? I DON'T ACCEPT THAT AS AN ARTICLE OF FAITH. I THINK THERE WILL BE INDIVIDUAL CASES WHERE THAT MAY BE TRUE, BUT I DON'T BELIEVE THAT TO BE TRUE AS A GENERALISATION. LET'S TALK ABOUT SOME OF THOSE CHANGES, THEN. YOU'VE TALKED ABOUT THE ROLE OF TECHNOLOGY ` THE MINISTER HAS SAID THAT AI IS KEY WHEN IT COMES TO HAVING A MORE EFFICIENT PUBLIC SERVICE. WHAT DO YOU ENVISAGE? AI IS IS GOING TO BE A HUGELY IMPORTANT THING FOR NEW ZEALAND. WE'RE STILL AT THE EARLY STAGES. WE DO USE IT IN SOME THINGS, BUT IT'S MORE OF BY EXCEPTION. WHAT I THINK SHE MEANS, AND WHAT I'M SUPPORTING, IS THAT WE NEED TO HAVE THAT AS THE WAY WE DO BUSINESS, AND WE NEED TO CHANGE THE LANGUAGE AND NOT BE FEARFUL OF THESE TOOLS. THEY WILL DEFINITELY IMPROVE THE QUALITY, AND THEY WILL DEFINITELY IMPROVE THE SPEED. IF I LOOK AT OTHER COUNTRIES, PARTICULARLY SINGAPORE, AND IN SOME OF THE STATES IN AUSTRALIA, WE ARE FALLING BEHIND IN OUR ADOPTION OF TECHNOLOGY. AND, YOU KNOW, OUR PUBLIC ADMINISTRATION, WHICH USED TO BE THE ENVY OF THE WORLD, IS NO LONGER. WE NEED TO CHANGE THAT. CAN YOU GIVE US A CONCRETE EXAMPLE OF HOW THOSE TOOLS MIGHT BE UTILISED? IF I THINK, AS AN EXAMPLE, CUSTOMS ` CUSTOMS HAVE A VAST AMOUNT OF INFORMATION ON VARIOUS SHIPMENTS, OF PEOPLE MOVEMENTS, BACKGROUND, CONNECTED TO OUR FIVE EYES. OF PEOPLE, MOVEMENTS, BACKGROUND, CONNECTED TO OUR FIVE EYES. THEY USE THAT INFORMATION TO TARGET INCOMING DRUGS. THEY DO THAT REALLY, REALLY WELL. AND, YOU KNOW, I HAD THE PRIVILEGE OF SITTING IN THEIR ROOM A FEW WEEKS AGO AND OBSERVING IT. THAT'S REAL-TIME USE OF DATA, REAL-TIME USE OF AI AND INTELLIGENCE AND APPLYING THAT TO WELL-TARGETED DECISIONS AND RESOURCE. I THINK, YOU KNOW, THOSE SORTS OF THINGS MAKE A DIFFERENCE TO HOW NEW ZEALAND OPERATES AND THE SECURITY AND SAFETY. RIGHT. THAT IS A GOOD EXAMPLE. SO WHY HAS CUSTOMS BEEN ABLE TO USE THAT, AND PERHAPS OTHER DEPARTMENTS OR ENTITIES HAVEN'T INTRODUCED THE SAME LEVELS OF TECHNOLOGY? YEAH, THAT IS A REALLY TRICKY QUESTION, AND ONE THAT OCCUPIES MY MIND. I THINK IT COMES DOWN TO THE LEADERSHIP OF THE CHIEF EXECUTIVES. YOU KNOW, AS I SAID EARLIER, PEOPLE MAKE A DIFFERENCE` MM. ...AND SOME PEOPLE ARE JUST ACTUALLY MORE CURIOUS AND MORE WANTING CHANGE THAN SOME OTHERS. I WOULD LIKE, YOU KNOW, THE WHOLE CONCEPT OF CURIOSITY TO BECOME AN ARTICLE OF FAITH IN THE NEW ZEALAND PUBLIC SERVICE. WE SHOULD ALWAYS BE QUESTIONING WHY WE DO IT AND WHETHER WE COULD DO IT BETTER. THAT'S WHAT THE PRIVATE SECTOR DOES. I CAN'T SEE WHY THE PUBLIC SECTOR CAN'T ADOPT THAT. IF DATA IS CRITICAL TO A MORE EFFICIENT PUBLIC SERVICE IN THE FUTURE, WHY SHOULD NEW ZEALANDERS TRUST THE GOVERNMENT TO KEEP THEIR INFORMATION SAFE? I MEAN... YOU KNOW, YOUR OWN PEOPLE HAVE BEEN IN CHARGE OF AN INVESTIGATION INTO STATISTICS NEW ZEALAND, FOR EXAMPLE, WITH RELATION` MANUREWA MARAE` MM. AND CLEARLY, THERE HAVE BEEN SOME WITH RELATION` MANUREWA MARAE. MM. AND CLEARLY, THERE HAVE BEEN SOME REAL CONCERNS OVER DATA AND INFORMATION IN THAT INSTANCE. WHY WOULD THE FUTURE BE ANY DIFFERENT? THE FUTURE HAS TO BE DIFFERENT. IT'S AN ARTICLE OF FAITH THAT WE, AS THE PUBLIC SECTOR, HAVE TO HAVE THE CONFIDENCE AND TRUST OF THE NEW ZEALAND PUBLIC. WE ALREADY HAVE A LOT OF THEIR INFORMATION. BUT THAT EXAMPLE YOU GAVE ` YOU KNOW, THAT WAS SOBERING. WHEN I READ THOSE REPORTS, AS A CITIZEN, I THOUGHT, 'THIS IS NOT GOOD ENOUGH,' AND THAT'S WHY WE DID WHAT WE DID. SO THAT IS THE THING THAT WE HAVE TO CONSTANTLY WORK FOR. BUT, YOU KNOW, THE INLAND REVENUE, MINISTRY OF HEALTH, WE HAVE A LOT OF DATA, AND IT'S VERY, VERY SENSITIVE, AND I THINK THERE'S AN EXTRAORDINARY DUTY OF CARE THAT CITIZENS CAN HAVE CONFIDENCE IN US. AND WE HAVE TO DO THAT WITHOUT FEAR OR FAVOUR. YOU SAID THAT THE PUBLIC SERVICE, AT TIMES, HAS BEEN TOO RISK-ADVERSE. AND YOU NOTED IN A SPEECH TO THE NEW ZEALAND ECONOMICS FORUM THIS YEAR, QUOTE, 'THE RISK OF DOING NOTHING 'IS OFTEN GREATER THAN THE RISK OF ACTION, 'SO WE NEED TO GO FROM AVOIDING RISK TO PROACTIVELY MANAGING IT.' I SUPPOSE IF YOU FLIP THAT AROUND, MIGHT PUBLIC SERVANTS NOT ARGUE AT TIMES THAT AVOIDING RISK MEANS AVOIDING POTENTIALLY WASTING TAXPAYER MONEY? YEAH, IT'S A COMPLICATED THING. MY COMMENTS ARE BASED AROUND THE SENSE THAT WE HAVE A LOT OF ARCHITECTURE WHICH IS ABOUT MANAGING RISK. WE HAVE A LOT OF INTER-DEPARTMENTAL MEETINGS. WE HAVE A VERY HIGH-TOUCH CONSULTATION MODEL. THOSE ARE ALL GOOD, BUT NOT THEY HAVE TO BE KEPT IN MEASURES. SO MY POINT IS, IF WE FOCUSED AS MUCH ON CREATING VALUE AS WE DID ON MANAGING RISK, WE WOULD HAVE A DIFFERENT ECONOMY. THE PUBLIC SECTOR REPRESENTS AN ENORMOUS PART OF OUR ECONOMY, AND IT HAS TO BE COMPARABLE TO THE PRIVATE SECTOR IN TERMS OF ITS PRODUCTIVITY, AND I DON'T THINK WE ARE THERE YET. MM. CAN YOU RECALL A SPECIFIC EXAMPLE WHERE YOU THINK THE PUBLIC SERVICE HAS BEEN TOO RISK-AVERSE AND HAS PERHAPS MISSED AN OPPORTUNITY? NO, BUT I DO GET A GENERAL SENSE THAT WE CIRCLE THE PROBLEM FOR ANOTHER LOOK AT IT, AND WE GO TO THE 99TH PERCENTILE OF CONFIDENCE. LIFE IS ABOUT TRADE-OFFS. I` WHEN I MENTION RISK, I DON'T MEAN FRIVOLOUS, I JUST THINK WE NEED TO JUST ACCEPT THAT RISK IS A FACT OF LIFE, AND EVERYTHING YOU DO HAS A RISK, BECAUSE I WOULD ARGUE THAT THE RISK OF NOT DOING IT IS FAR GREATER AT TIMES. BUT WE DON'T COST THAT, AND WE DON'T VALUE IT, AND THAT SLOWS THE ECONOMY DOWN, AND WE ALL PAY THAT. IS WELLINGTON A BUBBLE? IT IS A BUBBLE, WHICH IS WHY I TRY AND SPEND AS MUCH TIME AS I CAN OUT OF IT. BECAUSE AS MUCH AS I LOVE WELLINGTON, IT ISN'T THE ONLY WORLD VIEW, AND I PERSONALLY GET REALLY, SORT OF, MUCH MORE ENERGISED WHEN I'M OUT TALKING TO FRONTLINE STAFF MEMBERS. YOU KNOW, WELLINGTON IS SYNONYMOUS WITH THE PUBLIC SECTOR. MM. ONLY 45% OF THE PUBLIC SERVICE ARE BASED IN WELLINGTON. THE MAJORITY IS OUTSIDE. YOU'RE TALKING ABOUT THE CORE PUBLIC SERVICE, OR THE`? I DON'T MIND THAT. I DON'T MIND IF A COMPETITOR CAME IN TO TIMARU AIRPORT AND ALL OF A SUDDEN, THE AIRFARES GOT REDUCED BY 30 OR 40%. AND ALL OF A SUDDEN, THE AIRFARES GOT REDUCED BY 30% OR 40%. BUT THE TROUBLE IS, IS THAT OUR MARKET ISN'T PROBABLY BIG ENOUGH TO ENCOURAGE THOSE COMPETITORS IN AT THE MOMENT. SO WE'RE LOOKING AT THINGS THAT WE CAN DO TO HELP ENCOURAGE COMPETITION. I KNOW THE IMPORTANCE OF DYING WITH DIGNITY, WITHOUT FEAR, WITHOUT SUFFERING, BUT ALSO FOR THE FAMILY LEFT BEHIND, FOR FAMILY TO BE ABLE TO BE BESIDE THEIR LOVED ONES DURING THE END STAGE OF THEIR LIFE. IT REALLY DOES HELP WITH THE GRIEVING PROCESS. (GUITAR MUSIC CONTINUES) MANY HOSPICES REALLY ARE IN THE RED ZONE, THEY'RE TELLING ME, BECAUSE OF THE LACK OF FUNDING, AND ALSO, THEY HAVE TO GO OUT AND FUNDRAISE. SO THEIR HOSPICE SHOPS DO PROVIDE A LOT, BUT BECAUSE OF THE COST OF LIVING, PEOPLE AREN'T SPENDING AS MUCH, SO THE HOSPICE SHOPS ARE STRUGGLING AS WELL. SO, CLEARLY, THERE IS A FUNDING ISSUE. (GUITAR MUSIC CONTINUES) IN A PERFECT WORLD, I WOULD LOVE TO SEE PALLIATIVE CARE TO BE FREE FOR ALL PATIENTS. I BELIEVE IN AUSTRALIA, IT IS. THEIR MODEL IS A LITTLE BIT DIFFERENT TO OURS THAT WE HAVE HERE, BUT HERE IN NEW ZEALAND, HOSPICE NEED TO GO OUT AND FUNDRAISE ABOUT 35%, WHICH IS A LOT, AND THEY ARE STRUGGLING.
